The bill, which was tabled in the Lok Sabha, was cleared by the Prime Minister Narendra Modi-led Cabinet on Monday.
The Bill got support of 323 MPs while three voted against it after a marathon debate which continued till 10 pm.

Calling the upper caste quota an election stunt by the BJP, the Aam Aadmi Party (AAP) on Monday demanded a special session of the Parliament to bring constitutional amendment for the implementation of the decision.
The Lok Sabha has passed the Bill that seeks to amend the Constitution to provide 10 per cent reservation in jobs and educational institutions to economically backward section in the general category.
As the ruling party and its allies hailed the quota as historic, Congress and others said that it was party's way of fooling people weeks ahead of the polls.
Keeping an eye on upcoming Lok Sabha polls, the Narendra Modi government on Monday approved 10 per cent reservation for economically backward upper castes in jobs and educational institutions.
To implement the decision, the NDA government will require to push for a Constitutional amendment to increase the limit of quota from a maximum of 50 per cent to 60 per cent.
The poor sections of upper castes should also get reservation, she said.
The pretitioner has sought that the state government be restrained from implementing its decision on providing such quota at least till the high court takes a final decision on the pending petitions.
"I initiate the discussion on this historic motion for providing 33-per-cent reservation for women in legislative assemblies and the Parliament," the chief minister said while moving the resolution.
