72 percent of Delhi MLAs, mostly AAP MLAs, were found underforming

A whopping 72 percent of Delhi MLAs have been found underperforming in a report prepared by Praja Foundation, a ‘non-partisan organisation’.

Most of these MLAs belong to the Aam Aadmi Party (AAP) because the party has 67 members in a house of 70 MLAs.

According to this report, 33 percent MLAs hardly participated in deliberations in the Delhi Assembly last year while three MLAs did not raise a single issue in the House.

The report is based on the feedback received from 29,950 residents of Delhi during the period from February 24, 2015, to December 22, 2015.

It also takes into account the attendance of these MLAs in addition to the number and quality of issues raised by them in the Delhi Assembly in the year 2015.

The report shows that the AAP MLAs fared poorly not only as compared to their Mumbai counterparts but also against the three opposition BJP MLAs in Delhi Assembly.

The Assembly met for 26 days during this period in which the 58 rated MLAs raised 951 issues. While in Mumbai, during the same time, its 31 rated MLAs raised 4,343 issues during 50 sittings.

Of the 70 MLAs in Delhi, 58 were ranked by this report while the others including the Chief Minister, Cabinet Ministers and Speaker were not ranked as they do not ask questions or raise issues.

Comparing the performance of the ruling party members of Delhi and Maharashtra Assemblies, the report points out that on an average, Delhi’s ruling party AAP MLAs raised 12 issues while Mumbai’s ruling alliance (BJP and Shiv Sena) MLAs raised 69 issues.

The report further claims no Delhi MLA raised issues related to mosquito nuisance and fogging last year despite the fact that the government and municipalities received 10,102 complaints in this regard.

The report named AAP's SK Bagga, Nitin Tyagi and BJP's Jagdish Pradhan as the top performers.

AAP MLAs - excluding Chief Minister Arvind Kejriwal, other Ministers (2015), Speaker, Deputy Speaker and Delhi Cantt MLA Surinder Singh - scored 58.44 per cent while the three BJP MLAs secured 66.04 per cent.
