Odisha Chief Minister Naveen Patnaik termed railway budget very disappointing. He alleged that Odisha state had asked to allocate Rs. 3,050 crores but only Rs. 869 crores have been allocated in this budget. "The proposal to include supplementary charges for superfast trains, increase in reservation fee, cancellation charge and Tatkal charge will indirectly hike passenger fare," he said.

Tripura minister purported that Northeast has been ignored in the Rail budget. He accused railway minister Pawan Bansal of largely ignoring northeast in his maiden budget and completely focusing only on mainland states. "Like in previous years, the infrastructure and industry-starved northeastern region was again ignored in the railway budget for fiscal 2013-14," Transport Minister Manik Dey said.

Karnataka chief miniter Jagadish Shettar said that the railway budget has let down the state of Karnataka. He also claimed that a lot of projects pruposed by Karantaka have not been considered in the rail budget. "The average railway density in Karnataka is 16.9 percent as against the national average density of 24 percent and 31 percent in neighbouring Tamil Nadu. Neglecting this aspect, the railway minister has failed to sanction new rail routes and trains to the state," Shettar said in a statement here.
