Report on PM's speech in Barmer sent to EC: Poll authorities

A factual report along with a transcription of the prime minister's address he delivered in Barmer recently has been forwarded to the Election Commission, the district election office said.

The district polls authorities on Monday said a factual report has been submitted to the Election Commission following allegations by the Congress that Prime Minister Narendra Modi during his speech at a rally here had "brazenly" violated the poll code by repeatedly invoking the armed forces.

A factual report along with a transcription of the prime minister's address he delivered in Barmer recently has been forwarded to the Election Commission, the district election office said.

The Congress had moved the Election Commission (EC) on April 22 alleging that the prime minister "brazenly" violated the poll code by repeatedly invoking the armed forces in his speeches and demanded that a campaign ban should be imposed on him for some time.

Following the Congress' complaint, the EC had sought a report on the address of the prime minister in Barmer from the district poll authorities.

 
"The report has been forwarded with the copy of PM's speech as per the direction of the Commission," district election officer Himanshu Gupta said.
During a poll rally in Barmer, Modi had said India is no more afraid of Pakistan's nuclear threats.

"India has stopped getting scared of Pakistan's threats, I have done right, no? Else every other day they (Pakistan) used to say 'we have a nuclear button'...What do we have then? Have we kept it (nuclear button) for Diwali?" he had said.

    57.58% turnout in UP's 13 constituencies

    Voter turnout for the 13 Lok Sabha seats in Uttar Pradesh which went to the polls on Monday was recorded at 57.58 per cent, slightly lower than in 2014.

    According to the state’s Chief Electoral Officer Venkateshwar Lu, 57.88 per cent votes were cast when polling closed at 6 pm.

    67.13% voter turnout recorded till 6 pm in Rajasthan

    A voter turnout of 67.13 per cent was recorded till 6 pm in Rajasthan's 13 Lok Sabha seats which went to polls Monday, an election official said.

    "Voter turnout in 13 Lok Sabha constituencies is 67.13 per cent till 6 pm," according to the office of the chief electoral officer.

    Tribal dominated seat of Banswara recorded the highest voting percentage at 72.34, followed by Barmer which recorded 72.21 per cent voting.

    Chittorgarh and Jhalwar-Baran also recorded 71.29 and 70.95 per cent voting.

    Mamata Banerjee angry with central force for firing during polling

    West Bengal Chief Minister Mamata Banerjee on Monday slammed the central forces for allegedly firing "inside" a polling booth in Birbhum district and accused the BJP of misusing the forces in the elections.

    Stating that the law and order is a state subject, she said it is not the job of the central forces to enter polling booths and they should keep vigil outside.

    In Dubrajpur area of Birbhum constituency, voters allegedly engaged in a scuffle with the central forces when they were barred from entering booths with mobile phones, a senior election official said.

    Security personnel reportedly fire in the air to control the mob, following which polling was stalled in the booths, the official said.

    "I have heard that the CRPF fired inside a booth in Dubrajpur. I am yet to get the detailed report. CRPF personnel can be deputed outside booths, but they do not have the right to lathicharge or fire," Banerjee, also the TMC supremo, said.

    Over 66% voting in Madhya Pradesh till 6 pm

    An average 66.09 per cent voter turnout was recorded till 6 pm across six Lok Sabha seats in Madhya Pradesh that went to polls Monday, an official said.

    A total of 1.05 crore people were eligible to vote for the six seats. The polling began at 7 am.

    "An average 66.09 per cent turnout was recorded till 6 pm. Those in queue (at 6pm) will be allowed to vote and the final figure will be released later," an election official said.

    Voting figures till 6 pm were as follows: Sidhi- 56.82 per cent, Shahdol- 66.89 per cent, Jabalpur- 64.05 per cent, Mandla 67.09 per cent, Balaghat 70.13 per cent and Chhindwara- 72.95 per cent.

    The corresponding figures till 5pm were as follows: Sidhi- 47.76 per cent, Shahdol- 64.89 per cent, Jabalpur- 64.05 per cent, Mandla 64.54 per cent, Balaghat 66.88 per cent and Chhindwara- 71.71 per cent.

    Chief Electoral Officer (CEO) of the state V L Kantha Rao said that during a mock-poll, electronic voting machines (EVMs) were replaced at 207 polling booths as some glitches were found. The polling started on time after the machines were replaced, he added.

    EVMs were also replaced at 106 polling booths due to malfunctioning after the voting began.

    BJP urges EC to deploy central forces in all polling booths of West Bengal

    Amid reports of violence during fourth phase of polling in West Bengal, the BJP Monday approached the Election Commission complaining that TMC workers have "hijacked democracy in the state" and again demanded deployment of central forces in all polling booths there.

    A BJP delegation, which includes Union Ministers Mukhtar Abbas Naqvi and Vijay Goel, and the party's media in-charge Anil Baluni, met the top officials of the poll panel here and submitted a memorandum in this regard.

    "The ruling Trinamool Congress workers have hijacked democracy in the state and are indulging in violence. They are being supported by the local machinery and we demand deployment of central forces in all polling booths," Naqvi said.

    WB Election Voting Latest Updates: Voting stalled at a booth following violence

    Voting was stalled on Monday after villagers vandalised a polling booth in West Bengal's Birbhum Lok Sabha constituency amid the ongoing fourth phase elections in the state.

    The incident took place in Poduma under the Dubrajpur Assembly segment.

    The villagers clashed with the security forces following a dispute over depositing mobile phones, officials said. To bring the situation under control, the security personnel fired in the air.

    However, Trinamool's Birbhum candidate Satabdi Roy said two people were injured in the firing.

    Jharkhand Election Voting Latest Updates: Woman voter dies after falling from bike

    A woman who was heading to a polling booth to cast her vote in the ongoing elections to the three Lok Sabha seats in Jharkhand on Monday, died after falling from a bike in Garwah district, police said.

    According to the police, the incident took place after the victim Murty Devi's husband lost control of his bike.She was rushed to a hospital but succumbed to her injuries.

    Garwah falls under the Palamau Lok Sabha seat.

    Bihar Election Voting Latest Updates: Shatrughan Sinha files nomination from Patna Sahib

    Congress candidate and actor-turned-politician Shatrughan Sinha on Monday filed his nomination papers from the Patna Sahib constituency in Bihar which will head to the polls in the last phase of the Lok Sabha elections on May 19.

    Sinha, the incumbent MP who quit the BJP and joined the Congress on April 6, was accompanied by senior Congress leaders in Patna, his hometown where he filed his nomination.

    UP Election Voting Latest Updates: Bahubalis have no imact now, says Amit Shah

    BJP President Amit Shah Monday accused the opposition alliance of giving tickets to "bahubalis" (muslcemen) in Uttar Pradesh but said their presence would have no impact now as the Yogi Adityanath government hangs them upside down.

    Shah also took a swipe at Rahul Gandhi, saying if temperatures increase in the country, the Congress President goes abroad and even his mother cannot find him.

    Addressing a Vijay Sankalp rally here, he said, "Mahamilavat wale logon ne Uttar Pradesh mein bahubalion ko ticket diya hai lekin ab yaha bahubalion ki nahi chalti".

    BJP leaders have been referring to the opposition alliance as "mahamilavat".

    "The mahamilavtis are yet not able to understand that Uttar Pradesh has changed ...they have given tickets to bahubalis ...now it is Yogi government which is at the helm," Shah said.

    UP Election Voting Latest Updates: 25.46 per cent voting recorded till 1 pm

    ​Uttar Pradesh witnessed about 25.46 per cent voting for 13 parliamentary constituencies till 1 pm on Monday, officials said.

    According to the Election Commission, Hamirpur and Jalaun recorded the highest voter turnout with 31.87 per cent and 31.32 per cent, followed by Kannauj at 29.90 per cent.

    Hardoi recorded 26.68 per cent voting, Jhansi 25.33 per cent, Akbarpur 25.02 per cent, Misrikh 24.87 per cent, Kanpur 24.41 per cent, Farrukhabad 24.54 per cent, Kheri 23.52 per cent, Shahjahanpur 21.66 per cent, Etawah 21.51 per cent and Unnao 21.23 per cent.

    Earlier in the day, technical glitches in electronic voting machines (EVMs) reportedly delayed the balloting process in four polling booths in Kannauj's Chhibramau area. EVM malfunctioning stopped voting in Hamirpur also.

    Rajasthan Election Voting Latest Updates: 43 per cent voting recorded till 1 pm

    Despite the scorching heat, over 43 per cent of 2.57 crore electorate Monday cast their votes till 1 pm in 13 Lok Sabha seats of Rajasthan.

    Maximum voter percentage of 53.45 was registered in Barmer, followed by Jodhpur where 46.41 per cent voters exercised their franchise till 1 pm.

    The voting began at 7 am in the 13 constituencies of Tonk-Sawaimadhopur, Ajmer, Pali, Jodhpur, Barmer, Jalore, Udaipur, Banswara, Chittorgarh, Rajsamand, Bhilwara, Kota and Jhalawar-Baran, according to the office of the chief electoral officer.

    About 2.57 crore people are eligible to vote at 28,182 polling stations in the 13 constituencies where 115 candidates are in the fray.

    An average 31.03 per cent voter turnout was recorded till 1 pm on Monday in six Lok Sabha seats of Madhya Pradesh on Monday, an official said. Polling was underway in the seats since 7 am.

    "An average 31.03 per cent voter turnout was recorded till 1 pm," an election official said.

    The voting figures till 1 pm are as follows: Sidhi- 22.84 per cent, Shahdol- 34.24 per cent, Jabalpur- 29.40 per cent, Mandla- 34.10 per cent, Balaghat-33.17 per cent and Chhindwara- 33 per cent.

    Barring the Naxal-affected Baiher, Lanjhi and Paraswada Assembly segments under Balaghat parliamentary seat, polling will be held from 7 am to 6 pm, the official said.

    Former Union Minister Jitin Prasada said on Monday that his sister was unable to vote because her vote had already been cast by the time she reached the polling booth in the Dhaurhara Lok Sabha seat in Uttar Pradesh.

    "When my sister went to the polling booth, she found her name had been ticked and the presiding officer told her that vote had been cast. This is how fake voting is taking place," he said.

    He said that he would take up the matter with the Election Commission.

    Meanwhile, the District Magistrate and Returning Officer Amrit Tripathi said her name was ticked due to the fault of a polling employee. He said Prasada's sister would be allowed to vote if she came to the polling centre again.

    Congress spokesman Virendra Madan said in Lucknow that this incident showcased the extent of fake voting that was taking place in these elections.

    Congress president Rahul Gandhi Monday described the party's proposed 'NYAY' minimum income guarantee scheme as a "diesel for the engine" of the Indian economy.

    Addressing an election rally in Rajasthan's Dholpur district, Gandhi said the Congress will deposit Rs 3.60 lakh in bank accounts of five crore women in five years unlike Narendra Modi who, he alleged, opened bank accounts of people, but did not deposit a single penny in them.

    Gandhi promised to give government jobs to 22 lakh youths in one year, recruit 10 lakh youths in panchayats and said no farmer will be jailed for not repaying loan, if voted to power.

    "I am not here to lie. Our NYAY scheme will jumpstart the economy. It will be a diesel for the Indian economy. We will deposit Rs 3.60 lakh in five years in bank accounts of 5 crore women," he said in the rally held in Sepau town of the district.

    Rajasthan Election Voting Latest Updates: 30 per cent voting till 11 am

    Despite rising temperatures and EVM glitches, Rajasthan on Monday polled 29.40 per cent votes in four hours as 13 of its 25 Lok Sabha seats entered the fray in the fourth phase of the staggered process.

    While Barmer polled the highest with 33.53 per cent till 11 a.m., Tonk in Sawai Madhopur polled the lowest with 26.15 per cent.

    Earlier there were reported incidents of EVM glitches in Pali, Devli in Tonk, Bhinai in Ajmer and Chohtan in Barmer district.

    Dushyant Singh, son of former Rajasthan Chief Minister Vasundhra Raje, was angry over repeated power failures in different parts of Jhalawar and said that state administration deliberately wanted to reduce the polling percentage in Jhalawar.

    A day after six people on election duty were rescued from a lift at a school in Maharashtra's Thane district, three more poll staffers got stuck in the same elevator as it malfunctioned again on Monday, an official said.

    The three poll staffers were using the lift in Sahakar Prasarak Mandal School at Kalwa town here in the morning when it got stuck on the building's fourth floor after developing a technical snag, Thane civic body's regional disaster management cell chief Santosh Kadam said.

    The fire brigade personnel rushed to the spot and managed to rescue those stuck in the lift after around 15 minutes, he said.

    Bhojpuri actor and singer Manoj Tiwari, re-contesting the North East Delhi Lok Sabha seat, held an 8-km-long road show in his constituency for the third consecutive day on Monday.

    He kicked off the road show from Seemapuri area and then went to Nandnagari and Sundarnagari. His road show will culminate at Dilshad Garden.

    Hundreds of Bharatiya Janata Party (BJP) workers raised slogans in favour of Tiwari, who is popular among the Poorvanchali voters.

    He got down from his vehicle at several places to interact with the residents. Many people could be seen on rooftops and balconies to get a glimpse of the Bhojpuri star.

    J&K Election Voting Latest Updates: Stone pelting near polling booths in Kulgam

    Several incidents of stone pelting took place Monday in Kulgam district of Jammu and Kashmir where polling is underway for election to the Anantnag Lok Sabha constituency, police said.

    "Isolated incidents of stone pelting near polling stations have been reported from various parts of Kulgam district but the situation is under control due to timely action of security forces," a police official said.

    He said there were no reports of anyone getting hurt in the stone pelting incidents so far.

    The Anantnag Lok Sabha constituency is spread over four districts of Anantnag, Kulgam, Shopian and Pulwama with 16 assembly segments.
    The Lok Sabha polls to this constituency are being held in three phases due to security reasons.

    Sporadic incidents of violence marked the first two hours of polling in West Bengal, where an estimated 16.90 per cent of voters exercised their franchise till 9 am on Monday in eight Lok Sabha constituencies.

    Punjab Election Voting Latest Updates: Sunny Deol files nomination from Gurdaspur

    Actor and BJP candidate Sunny Deol Monday filed his nomination papers from the Gurdaspur Lok Sabha seat in Punjab. After paying obeisance at the Golden Temple and Durgiana Temple in Amritsar in the morning, Deol filed his nomination in Gurdaspur.

    The flying squad of the Election Commission seized Rs 64,500 cash from a car parked outside the poll campaign office of Shiv Sena candidate in Maharashtra's Palghar district on Monday, a police official said.

    The raid was carried out in the early hours by the EC's staff near Central Park in Tulinj area where the poll campaign office of Sena's nominee Rajendra Gavit is located, he said.

    An Independent candidate in Madhya Pradesh's Balaghat Lok Sabha seat alleged that his vehicle was set afire by Naxals on Monday, officials said.

    A case was registered by police in this connection and the state election office was also probing the incident, they said.

    UP Election Voting Latest Updates: EVM malfunctioning galore

    EVM malfunction was reported from a number of constituencies as polling began for the fourth phase of elections in Uttar Pradesh for 13 Lok Sabha seats.

    The seats where polling is being held are Kanpur, Shahjahanpur, Lakhimpur Kheri, Hardoi, Misrikh, Unnao, Farukkhabad, Etawah, Kannauj, Akbarpur, Jalaun, Jhansi and Hamirpur.

    The BJP had won 12 of the 23 seats in 2014. Kannauj was the only seat the BJP did not win - it was bagged by the Samajwadi Party.

    Meanwhile, polling was stalled on Monday in booths no 74 and 76 in Shahjahanpur.

    Kannauj reported the maximum number of EVM glitches in Chibramau, where polling began almost two hours behind schedule, Tirwa, Bidhuna, Niboh, Gursahayganj, Mirgaion, Naipal, Nadasia and Atara villages.

    MP Election Voting Latest Updates: 11.46 per cent polling till 10 am in Bhopal

    An average 11.46 per cent voting was recorded in the first three hours of polling in six Lok Sabha seats of Madhya Pradesh on Monday, an official said. Polling began in all the six constituencies at 7 am.

    "An average 11.46 per cent voter turnout was recorded till 10 am," Madhya Pradesh Chief Electoral Officer (CEO) VL Kantha Rao told reporters.

    The voting figures till 10 am are as follows: Sidhi-11.24 per cent, Shahdol-11.9 per cent, Jabalpur-10.96 per cent, Mandla-10.87 per cent, Balaghat-12.14 per cent and Chhindwara-11.63 per cent.

    Lok Sabha Election 2019 LIVE Updates: Samajwadis under house arrest in Kannauj

    The Samajwadi Party has claimed that a number of its leaders have been put under house arrest in Kannauj where party President Akhilesh Yadav's wife Dimple Yadav is contesting the Lok Sabha elections.

    SP state President Naresh Uttam sent a letter to the state election commission late on Sunday night, with photographs of police personnel camping outside the houses of senior SP leaders in the district.

    Sources said that more than a dozen leaders were put under ‘house arrest', which prevented them from carrying out any form of political activity.

    Samajwadi leader Anil Arya alleged that the party's leaders were being harassed by police at the behest of the BJP government.

    "Not even one BJP leader has been put under house arrest, but our leaders are being stopped by the police and have been trapped inside their houses," he said.

    Maharashtra Election Voting Latest Updates: Ambanis among first to exercise franchise

    Captains of the Indian industry, including the Ambanis, Tata Sons chairman N Chandrasekaran and Adi Godrej were among the early voters in Mumbai Monday during polling for the fourth and final phase of Lok Sabha elections.

    Chandrasekaran and his wife voted at a polling booth at Worli in Central Mumbai, while Godrej cast his ballot in the Malabar Hill area in south Mumbai.

    Reserve Bank Governor Shaktikanta Das also exercised his democratic right near his official residence at Pedder Road, his first vote after taking charge as head of the central bank in December last year.

    J&K Election Voting Latest Updates: Less than 3 per cent voting in Anantnag

    Less than 3 per cent voter turnout was recorded till 9 a.m. on Monday in the second phase of polls in Jammu and Kashmir's Anantnag Lok Sabha seat, an election official said.

    Voting began at 7 a.m. in Kulgam district's four assembly segments -- Noorabad, Devsar, Kulgam and Homshalibugh.

    At the Laram polling station in Homshalibugh, voting was delayed for 40 minutes due to a faulty Electronic Voting Machine (EVM) which poll authorities said was being replaced.

    A total of 433 polling stations have been set up at 244 locations.

    There are 3,45,486 voters in the district. Twenty-one polling stations have been set up for over 3,000 migrants voters in Udhampur, Jammu and Delhi.

    As a precautionary measure, mobile Internet services have been suspended in the south Kashmir areas.

    J&K Election Voting Latest Updates: Voting begins for phase II polls in Anantnag

    Voting began on Monday for the second phase of polls in Jammu and Kashmir's Anantnag Lok Sabha seat amid high security. Very few voters were seen queuing up outside polling stations as voting began at 7 a.m.

    Voting is being held in four assembly segments of Kulgam district - Noorabad, Devsar, Kulgam and Homshalibugh.

    As a precautionary measure, mobile Internet services have been suspended in the south Kashmir areas.

    Train services between Baramulla and Banihal have also been cancelled for the day.

    There are 18 candidates in the fray in this constituency, but the main contest is between Mehbooba Mufti of the People's Democratic Party (PDP), Ghulam Ahmad Mir of Congress and Justice (Retired) Hasnain Masoodi of the National Conference (NC).

    Lok Sabha Election 2019 LIVE Updates: Sunny Deol prays at Golden Temple before filing nomination

    Actor-turned-politician Sunny Deol, the Bharatiya Janata Party's (BJP) candidate for the Gurdaspur parliamentary seat, on Monday offered prayers at the Golden Temple here ahead of filing his nomination papers.

    Sporting a blue turban and a blue shirt, Deol, who himself is a Sikh, entered the shrine complex with folded hands, accompanied by his supporters. He offered prayers at the 'Harmandir Sahib', the sanctum sanctorum.

    Following the visit, Deol, 62, later left for Gurdaspur where he will file his nomination papers.

    His father, veteran actor Dharmendra and actor brother Bobby Deol are likely to be present during the filing.

    Lok Sabha Election 2019 LIVE Updates: Polling for phase 4 begins

    Voting began Monday for the fourth phase of Lok Sabha polls in 71 parliamentary constituencies spread across nine states. About 12.79 crore people are eligible for voting in the fourth of the seven-phase elections.
