A woman was found loitering in  Danapur near Patna in 2001 in a mentally dishevelled state.  She was found to be mentally unstable and was sent by SDM Danapur to an aftercare home in  Gaighat, Patna. Nobody at the aftercare home, or for that matter, in Patna, knew Tamil who could understand what the lady was saying.
