The critical decision point in this COP is markets – i.e. Article 6," Ravi Shankar Prasad, India's chief negotiator from the Ministry of Environment, Forests and Climate Change told PTI.
"By this data protection bill, we (government) are safeguarding the rights of Indians. As per the architecture of the Bill, if data is taken without consent of the individual, you will suffer a penalty," Prasad said.
The 78-year-old former BJP leader had suffered a brain injury, including internal bleeding and swelling, doctors had said.
The minister referred to Chowdhury's earlier remarks against the Prime Minister and the Home Minister in which he had called them "infiltrators" on the issue of National Register of Citizen (NRC).
On Wednesday, Union minister Babul Supriyo had faced a similar protest during his visit to the district. Criticising the Mamata Banerjee-led party for engaging in "dirty politics" over his visit, Supriyo said he would submit a report on the ground-level situation to Prime Minister Narendra Modi.
