On its electoral promise of giving 700 litres of water free to Delhites, an administrative order to the Delhi Jal Board is sufficient. Former Delhi chief secretary Omesh Saigal however says, in that case, only 10 per cent of people  in Delhi will be paying water bills.

On its second electoral promise of halving power tariff, AAP had promised to carry out audit of discoms accounts and checking of fast moving power meters.

This can be done through an administrative order.  Former Delhi chief secretary Rakesh Mehta says, when 70 pc of the tariff goes towards buying electricity, how can the power tariff be cut by 50 pc.

The third electoral promise of not using red beacon cars, government bungalows and security is easier to implement, but not without headaches for Delhi police.
