The victim has been admitted to Guru Tegh Bahadur Hospital in a critical condition.
Eyewitnesses said, Mahendra was standing outside a burger shop, when two youths on a motorbike approached him, fired at him, and then fled.
Police suspect this to be a case of personal enmity.
