Live Reporting: Telangana Bill passed in Rajya Sabha

New Delhi: Parliament today gave its approval to the creation of India's 29th state, Telangana, as Rajya Sabha passed the controversial Telangana Bill by a voice vote amidst bedlam. Intervening in the debate on the bill which was marked by several adjournments and slogan shouting by members opposed to the creation of the new state, Prime Minister Manmohan Singh sought to reach out to Seemandhra, announcing a special package for the region. Members of Communist Party of India-Marxist and DMK staged a walk out before the bill was passed, while the Shiv Sena, Trinamool Congress and Samajwadi Party were among the parties that opposed the bill.Seemandhra members belonging to the Telugu Desam Party (TDP) raised slogans of 'Save Andhra Pradesh, Save Democracy' near the chairman's podium during the debate on the bill.Manmohan Singh, who had a protective ring of Congress members around him as he spoke, assured that special status will be given for five years to Seemandhra region - the residual state of Andhra Pradesh following creation of a separate Telangana."For purposes of central assistance, Special Category Status will be extended to the successor state of Andhra Pradesh comprising 13 districts, including the four districts of Rayalaseema and the three districts of north coastal Andhra for a period of five years. This will put the state's finances on a firmer footing," he said.Before the passage of the bill, Leader of Opposition Arun Jaitley said that there was need to amend the constitution on proposal of powers given to the governor concerning law and order. However, the government did not agree to his suggestion.Jaitley said that the process of creating Telangana by bifurcating Andhra Pradesh should be "legally correct"."Law and order belongs to state. Governor is a representative of the central government. Can you do so (give him the powers of law and order) without amending constitution?" he asked.After the bill was passed, Parliamentary Affairs Minister Kamal Nath expressed his happiness, saying that there was demand for Telangana state for almost 60 years.Home Minister Sushilkumar Shinde said that the bill had been passed with support of several parties.Here is the live reporting of today's proceedings in Rajya Sabha:8:08pm- Rajya Sabha passes Telangana Bill7:35pm - Two of Venkaiah Naidu's ammendments are negated.7:30pm - Deputy Chairman is now calling for voice vote on different clauses.7:29pm - Deputy Chairman says the motion for Reorganisation of Andhra Pradesh is adopted. 7:25pm - Manmohan Singh: Seemandhra will be given special status for 5 years while Hyderabad will be the the common capital of both Seemandhra and Telangana for 10 years. Appointed day for formation of new state will be so fixed in relation to notified date so as to enable preparatory work in various respects. 7:16pm – Kapil Sibal: You can't consider the responsibility that is given to the Governorunder Art 3 read with Art 4 of the constitution against the constitutional provisions. These are powers that are needed for the transitional phase.7:22pm – Arun jaitley: In India, Law and Order is a state subject. I have no difficulty with Governor looking after Law and Order of Hyderabad. But my fear is that it's a sunstantive change of our model. I believe an amendment is required for facilitating that and we should do that.7:16pm – Kapil Sibal: You can't consider the responsibility that is given to the Governorunder Art 3 read with Art 4 of the constitution against the constitutional provisions. These are powers that are needed for the transitional phase.7:12pm- Arun Jaitley:We are in favour of Telangana but we want the Bill to be legally sustainable. You have made a provision for Hyderabad as the common capital of Seemandhra and Telangana. I have no objection to the Governor looking after law and order of Hyderabad. But Governor is bound to act on the advice of the council of ministers. For that you have to amend the constitution and we'll support it. I want a clarification on this. With these words, we support the Telangana Bill but we need clarifications on the points I have raised. After that , we'll decide on our amendments.7:05pm – Arun Jaitley: I'm happy and delighted that we are going to create the state of Telangana. Our party has consistently supported the demand for a separate Telangana. At the same time , I have two other mixed feelings. Till this time, we have not been able to address the concerns of the people of Seemandhra. I'm also disappointed the way the UPA govt has gone about this bill. The NDA govt under Vajpayee created three new states. In each of these states, unanimous resolutions in favour of separation was passed but the manner in which the UPA has gone about creating Telangana is disappointing. We have ministers of the government who are objecting to it. We have MPs of the ruling party who are objecting to it. 7:01pm – Ram Vilas Paswan (LJP): We support the creation of a new Telangana Bill as we had launched this movement in 1962 under the leadership of Ram Manohar Lohia. There should be no politics on this bill.6:59pm – Ram Kripal Yadav (RJD): We support this bill. Telangana movement is going on for last 60 years. And today the government is going to offer the people of Telangana a new state. Even Bihar was divided and a new state Jharkhand was carved out although that experience was not very good. 6:38pm- Birendra Prasad Baishya (AGP, Assam): This bill is an unconstitutional bill and an affront on federal structure of India. This is against the wishes of the people of Andhra Pradesh. 6:36pm – Naresh Gujral(SAD): A lame-duck govt is playing dirty politics. 45 years ago, we were told that Chandigarh will be given back to Punjab but nothing has happened till till date. This was one of the reasons why militancy gained ground in Punjab. I'm afraid same will be done to Telangana. 6:31pm- Biswajit Daimary (BPF, Assam): We support the creation of Telangana but at the same time we also demand that a separate state of Bodoland should be created from Assam. We demand the setting up of a committee that can go through into demand for creation of Bodoland. 6:25pm- D Raja: CPI supports Telangana Bill but it does not mean we support creation of smaller states in the country. Every case should be decided on its merit. New states should not be created with any hostility and Congress has to be blamed for all the fracas. We support Hyderabad as common capital for next 10 years. My party demands adequate funds for Seemandhra for setting up a new capital. We also demand adequate financial capital for Telangana.6:15 pm: Dr Janardhan Waghmare (NCP) supports Telangana Bill saying the aspirations of the people of the region for last 58 years are now going to be fulfilled. Hopes, both Telangana and Seemandhra states will co-exist together peacefully.6:11 pm: Shashi Bhushan Behera (Biju Janata Dal) says govt must examine the legal implications of this bill. Says, his party is not against separate Telangana, but demands that backward state like Odisha should also get special status.6:06 pm: V. Hanumantha Rao (Congress) supports Telangana Bill. (An old TDP member standing for several hours with a placard, sits down. Deputy Chairman P J Kurien directs Parliamentary Affairs Minister to take him to the hospital). Hanumantha Rao says, even Kiran Kumar Reddy and Chandrababu Naidu supported separate Telangana, but both of them later backed out.6:02 pm: BJP leader Prakash Jawadekar: We created three new states without any violence. But you could not bifurcate a single state properly. I am walking out of the House in protest. 5:54 pm: Samajwadi Party leader Ramgopal Yadav: I oppose the Telangana Bill. This bill has created a division in the hearts of the people of Andhra Pradesh. even Pandit Nehru and Indira Gandhi were against bifurcation of big states, which they believed were the cementing force for India. This is an unconstitutional bill. It is an attack on the nation's federal structure. 5:50 pm: N K Singh (JD-U) : There are severe infirmities in this bill. This bill is a serious discrimination. We are all for a package for Seemandhra, but other states like Bihar which are similarly eligible, should not be ignored. 5:45 pm: CPI-M leader Sitaram Yechury: Our party opposes bifurcation of Andhra Pradesh. It is an irony that the the state which is created because of Potti Sriramulu who dreamt of Vishal Andhra, and died after sitting on fast and became the first victim of the demand for reorganisation of state on linguistic basis, is now being bifurcated. Today there is matchfixing between the Congress and BJP over Telangana. Sheer electoral opportunism is leading to division of the state. Send back this bill to the Lok Sabha by rejecting it. Prime Minister, pl understand the gravity of what you are doing today. You are doing a disservice to the nation. We do not want a Pandora's Box to be opened with Gorkhaland and other demands. 5:33 pm: Mayawati: Seemandhra must get special package, and Telangana should also get special package because it is a backward region. Please do not play politics over giving special packages. UP should also get special package. The wishes and aspirations of the people of Telangana will now be fulfilled. Pl set up a State Reorganisation commission to create more smaller states. Even Dr Ambedkar was in favour of smaller states. 5:31 pm: BSP supremo Mayawati: Telangana is going to become a new state. Trinamool members led by Derek O'Brien stand in front of her holding placards, shouting "No, No". Deputy chairman says, Trinamool party is led by a senior woman. I think your leader will punish you for this. 5:30 pm: Chiranjeevi: Give Seemandhra special category status with special package. 5:28 pm: Chiranjeevi: PL provide the Telugu people a sense of self-respect. I am demanding Hyderabad a UT at least for 10 years, so that the Telugu people can have a sense of belonging. After Seemandhra gets infrastructure, Hyderabad can be made part of Telangana. 5:26 pm: Chiranjeevi: Common capital should have the status of UT, so both governments will have the chance to govern. Like Chandigarh, we want Hyderabad as UT. Hyderabad is our lifeline for education and employment opportunities. 5:25 pm: Chiranjeevi now speaks in Telugu for the benefit of people in AP to listen to his speech live. "I am talking on behalf of the people. We are representatives of the people. The situation has come, we have to reflect the emotions of the people".5:24 pm: P J Kurien: It is up to treasury benches to decide who will speak. It is up to the member to decide what to speak, whether a minister, or otherwise. No.3, it is up to the member as a minister, is it ethical to be in the govt and then oppose the govt motion? (BJP members shout) 5: 23 pm: Venkaiah Naidu: Chiranjeevi is a good friend, and we in Telangana lost a good actor also. He is one of the most popular actor in Andhra Pradesh. But, a minister cannot speak against the government. If you speak against the government, then he has to first resign. 5:21 pm: Arun Jaitley: Is a member of Council of Minister in the presence of PM, entitled to speak on the Bill which the government has sought to propose? Can a minister speak that he is against the bill? Can a minister speak against the collective decision and wisdom of the council of ministers? On the contrary, he is reading out virtues to us. We are for Telangana, and our amendments are for that there is no defective Telangana.5:20 PM: Chiranjeevi: Why everybody wants Hyderabad now? Because everybody's interestslie in Hyderabad. We want Hyderabad to be UT. Last 3 decades the development that took place in Hyderabad was because of Seemandhra people. (Jaitley raises point of order)5:18 pm: Chiranjeevi: Telugu people will be losers because of bifurcation. I have been categorically saying that Hyderabad must be UT. For last 58 years, it has developed in every way and it is the joint property of the Telugu people.5:17 pm: Chiranjeevi: How could Chandrababu Naidu Garu said we need Rs 4 lakh crore to build a new city capital for Seemandhra?? (TDP members get excited. Deputy chairman expunges Chandrababu's name saying those who cannot come and defend themselves cannot be named)5:16 pm: Chiranjeevi: YSCRCP has done a U-turn for its own political ends. They have done more damage to Seemandhra people than any other people. (To TDP members) You ask your TDP supremo how can there be equal justice? What do you mean by equal justice? (TDP and BJP members shout)5:14 pm: Chiranjeevi : The Congress party alone cannot be blamed for this situation. It was Congress was the last party that took decision on bifurcation. Before that, BJP always spoke of Telangana. When there was NDA rule, they went back on their word on Telangana. Except MIM and CPI-M, all the other parties YSCRCP, TDP and other parties are to be blamed for this bifurcation. Half of their TDP MPs supporting Telangana, and half of them are protesting here in the House.5:11 pm: Chiranjeevi speaks. All the parties TDP, BJP kept up the pressure on Telangana. Some vulnerable youths committed suicide. Then the chief minister gave the promise that he will abide by the decision of the party. Suddenly, Congress Working committee decided to create Telangana. That was a shock to us. A K Antony committee was constituted to elicit our opinions. That did not happen. Last week, when the Telangana bill was introduced in Lok Sabha. The bill was adopted without any discussion. (Deputy chairman says, aspersions on Lok Sabha stand expunged). 4:55 pm: Debate on Telangana Bill begins amidst din. BJP leader Venkaiah Naidu says, the entire culprit is the Congress party. TDP, Trinamool, Shiv Sena and other MPs stand in the well shouting slogans.4:32 pm: Rajya Sabha again adjourned for 15 minutes by deputy chairman. BJP leader Venkaiah Naidu tried to speak amidst the din created by TDP members, holding placards right infront of the face of Deputy chairman. Nothing was audible in the din. Kurien hurriedly adjourned the house for 15 minutes before remarking "Let the country watch how these people are behaving".4:10 pm: Rajya Sabha again adjourned for 15 minutes. Deputy chairman P J Kurien says, a resolution to call the Attorney General to discuss the Telangana Bill be taken up for discussion. But TDP MPs disagree. After a hot exchange of words, Kurien adjourns the House for 15 minutes2:14pm- Marshals stop AIADMK member who was trying to reach the Deputy Chairman's chair. The AIADMK member was demanding a discussion on Tamil fisherman issue.
