Deputy Chairman is now calling for voice vote on different clauses.

7:29pm - Deputy Chairman says the motion for Reorganisation of Andhra Pradesh is adopted.

7:25pm - Manmohan Singh: Seemandhra will be given special status for 5 years while Hyderabad will be the the common capital of both Seemandhra and Telangana for 10 years. Appointed day for formation of new state will be so fixed in relation to notified date so as to enable preparatory work in various respects.

7:16pm – Kapil Sibal: You can't consider the responsibility that is given to the Governorunder Art 3 read with Art 4 of the constitution against the constitutional provisions. These are powers that are needed for the transitional phase.

Arun jaitley: In India, Law and Order is a state subject. I have no difficulty with Governor looking after Law and Order of Hyderabad. But my fear is that it's a sunstantive change of our model. I believe an amendment is required for facilitating that and we should do that.

Arun Jaitley:We are in favour of Telangana but we want the Bill to be legally sustainable. You have made a provision for Hyderabad as the common capital of Seemandhra and Telangana. I have no objection to the Governor looking after law and order of Hyderabad. But Governor is bound to act on the advice of the council of ministers. For that you have to amend the constitution and we'll support it. I want a clarification on this. With these words, we support the Telangana Bill but we need clarifications on the points I have raised. After that , we'll decide on our amendments.

7:05pm – Arun Jaitley: I'm happy and delighted that we are going to create the state of Telangana. Our party has consistently supported the demand for a separate Telangana. At the same time , I have two other mixed feelings. Till this time, we have not been able to address the concerns of the people of Seemandhra. I'm also disappointed the way the UPA govt has gone about this bill. The NDA govt under Vajpayee created three new states. In each of these states, unanimous resolutions in favour of separation was passed but the manner in which the UPA has gone about creating Telangana is disappointing.  We have ministers of the government who are objecting to it. We have MPs of the ruling party who are objecting to it.
