An eviction drive held last month in Darrang passed off peacefully on the first day but was conducted amid stiff resistance by locals on the second, leaving two dead in police firing, including a 12-year-old boy.
Health Minister Keshab Mahanta said the relaxations, which will come into immediate effect and remain imposed till further orders, have been allowed as lesser number of fresh cases are being reported.
Assam CM Himanta Biswa Sarma tweeted a response saying that he will do his best to get a good dentist from Guwahati for the children.
The quake was reported at 4.16 pm with its epicentre at a depth of 62 km west-northwest of Tezpur, according to the National Centre of Seismology (NCS).
The CM also stressed that the eviction drive was not done after due discussions for four months.
Darrang Superintendent of Police Sushanta Biswa Sarma, a younger brother of Chief Minister Himanta Biswa Sarma, claimed the protesters, armed with sharp weapons, pelted the police personnel and others present with stones.
"The Govt of Assam in exercise of powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 has declared the entire state of Assam as 'Disturbed Area' up to 6 months with effect from 28-08-2021 unless withdrawn earlier," the statement said.
The 396 new cases pushed the tally to 5,94,347, it said. Kamrup Metropolitan district continued to account for the highest number of new cases with 70 detected during the day, followed by Golaghat and Sivsagar with 31 cases each, and Jorhat with 25 cases.
Two boats collided on Wednesday and the smaller one of the two capsized around 100 metres away from the Nematighat bank between Kamalabari in Majuli district and Nematighat in Jorhat district in Assam.
Assam Chief Minister Himanta Biswa Sarma said he was "pained" at the tragic boat accident. Sarma directed Majuli and Jorhat administration to undertake rescue operation expeditiously.
