Aadhaar issuing body UIDAI has asserted that schools cannot make the 12-digit biometric identifier a pre-condition for student admission and warned that doing so will be against the recent order of the Supreme Court.
The review petition has been filed by one Imtiyaz Ali Palsaniya, who had also filed interim applications when the apex court was examining the validity of the Aadhaar scheme.
The Supreme Court in September had barred mandatory use of 12-digit Aadhaar number by private companies.
A petitioner through his plea, has said his Constitutional rights have been violated due to the negligence of UIDAI.
The own employees of the authority will directly supervise the kendras, the UIDAI sources said.
AEPS is a payment service developed by the National Payments Corporation of India (NPCI) allowing banks, financial institutions to use 'Aadhaar' number and online UIDAI authentication for transactions through their respective business correspondent service centres.
The step is taken after repeated complaints about doctors not turning up for work. To mainly monitor attendance of permanent staff, the new system will be rolled out.
945 data breaches led to 4.5 billion data records being compromised worldwide in the first half of 2018 out of which over 1 billion data records have been exposed in India, as per the recent findings of the Breach Level Index.
The move comes in the wake of a Supreme Court order declaring the Aadhaar scheme as constitutionally valid.
Jaitley said the Supreme Court has permitted Aadhaar linkage in several areas like income tax, based on "the principle of proportionality".
As per legal understanding of the authority so far, offline options are in conformity with the recent Supreme Court ruling, UIDAI CEO Ajay Bhushan Pandey said.
"There was broad discussion with the minister on things that can be done to ensure compliance with the Supreme Court judgement. He has asked UIDAI to work on it," an official source told PTI.
To prevent misuse of Aadhaar data, the Supreme Court has elaborated steps to be taken, and this is a good sign.
Passing of a Bill as a Money Bill, when it does not qualify for it, damages the delicate balance of bicameralism which is a part of the basic structure of the Constitution, said Justice Chandrachud.
Congress leader Kapil Sibal also expressed satisfaction over exclusion of private companies from Aadhaar project and said the idea to involve private companies was not just "undemocratic" but was against the spirit of democracy.
The apex court struck down Section 57 of the Aadhaar Act which allowed sharing of data with private entities, saying that private entities or individuals cannot avail Aadhaar data for consumer service.
While upholding the Constitutional validity of Aadhaar, the Supreme Court struck down some of its provisions including its linking with bank accounts and mobile phones.
A five-judge constitution bench headed by Chief Justice Dipak Misra held Aadhaar would remain mandatory for Income Tax Returns filing.
The apex court's five-judge Constitution bench said Aadhaar means unique and it is better to be unique than being best.
