According to Javed, the letters that he wrote and the phone calls that he made from a PCO to Mobina made the task force think that it was he who was sharing confidential information about military movements in Bareilly, Dehradun and Meerut.

Consequently, in 2002, Javed along with his friends were arrested and booked under Prevention of Terrorism Act (POTA).
