"Every time a female is physically assaulted or raped, the government sets up a panel and makes mere discussions without any outcome," social activist Annie Raja told IANS.

"I totally support the implementation of chemical castration and death sentence as the ultimate punishment in such crimes which are heinous," added Raja.
