The Pakistan Cricket Board and the England and Wales Cricket Board officials are due to have a video conference on May 18 to discuss how they should proceed with the tour given the situation because of the pandemic.
The first Test will be played at Lord's while the second will take place in Manchester (from August 7) with the final game being hosted at Trent Bridge from August 20.
England will next face Bangladesh in Cardiff on Saturday and Joe Root believes it is imperative the squad maintain full confidence in the methods.
After the final match of the five-ODI series against Pakistan, Eoin Morgan said the continuous improvement in performance by the players has made the selection meeting extremely difficult.
