Despite this official government ownership, a web of historic lease deeds, inherited properties, and longstanding rental agreements, many dating back to British rule, has limited the government's actual control over the area. Several buildings were leased out during colonial times, and many of those leases remain valid today, meaning some shops continue to pay rents fixed decades ago, as per the terms of those old agreements.

Some tenants in Connaught Place pay monthly rents as low as Rs 100, a figure that's unheard of for such a premium commercial location. In today's real estate market, even the smallest retail outlets in CP would typically command rent in lakhs of rupees per month, making these legacy lease agreements truly exceptional.

Apart from these ancient lease agreements, Connaught Place is among India's most expensive commercial hubs, with monthly retail rents ranging from Rs 300 to Rs 700 per square foot, depending on the block. However, many tenants, including national banks and global brands, continue paying outdated rents due to protections under the Old Delhi Rent Control Act, resulting in substantial profit margins.
