Parliament passes bill to repeal three farm laws on day 1 of Winter Session | Highlights

Parliament on Monday passed the Farm Laws Repeal Bill, 2021 amid sloganeering by Opposition MPs.

Parliament passes Farm Laws Repeal Bill, 2021

Parliament on Monday passed The Farm Laws Repeal Bill, to repeal the three farm laws against which farmers have been protesting for over a year, with its passage in Rajya Sabha. Earlier in the day, Lok Sabha also passed The Farm Laws Repeal Bill, 2021 within minutes of its introduction in the lower House. As soon as Rajya Sabha met in the afternoon, Union Agriculture Minister Narendra Singh Tomar introduced The Farm Laws Repeal Bill, 2021 shortly. Before the motion was adopted for the passage of the bill, Deputy Chairman Harivansh allowed Leader of Opposition Mallikarjun Kharge to speak for two minutes. Kharge was of the view that the government has taken back the three farm laws in view of the forthcoming elections in five states after reviewing the results of recent bypolls. He also mentioned the death of over 700 farmers in more than a year during the agitation against these laws. When Kharge took more than the allocated time, the deputy chairman called Tomar to move the motion. Tomar moved the motion and said while moving the bill for the passage that the three laws were brought for the benefit of farmers. He regretted that the government could not convince the agitating farmers about the benefits of the laws. He also attacked Congress for adopting "double standard" on the laws, as its own election manifesto talked about the need for reforms in the farm sector. He said Prime Minister Narendra Modi showed a large heart by announcing the repeal of the laws on  Guru Nanak Janyanti. He said as both the government and the opposition parties are for repeal of the laws, so there was no need for any discussion on the farm repeal bill. The House passed the bill with a voice vote amid protests by Congress and TMC members. Dola Sen (TMC) and Nadimul Haque (TMC) were in the well to protest the passage of the bill without debate.

    Opposition leaders meet at Parliament House complex

    Leaders of several opposition parties on Monday met in Parliament House complex and discussed their joint strategy to press for a bill to repeal the three contentious farm laws and bring a law to legalise MSP to farmers. Ahead of the Winter Session in Parliament, leaders of 11 opposition parties met in the chamber of Leader of Opposition in Rajya Sabha Mallikarjun Kharge. However, leaders of the Trinamool Congress (TMC) and the Aam Aadmi Party (AAP) were not present. They had indicated that they would not attend the meet. Among the parties whose leaders were present in the meeting included the Congress, Nationalist Congress Party (NCP), Dravida Munnetra Kazhagam (DMK), Rashtriya Janata Dal (RJD), IUML, Communist Party of India and CPI-M, RSP, Loktantrik Janata Dal (LJD), National Conference (NC) and MDMK.

The Emigration Bill, 2021, will replace the Emigration Act, 1983 to establish a robust, transparent and comprehensive emigration management framework that facilitates safe and orderly migration. The National Anti-Doping Bill, 2021, aims to provide a legislative framework to the NADA for meeting the obligations of India under the convention and the obligations of NADA as a signatory of the WADA Code, as amended from time to time.

    There is also a politically significant bill specifically for poll-bound Uttar Pradesh, The Constitution (Scheduled Castes and Scheduled Tribes) Order (Amendment) Bill, to amend the SC and ST list of the state. It is being introduced just a few months before the UP assembly election is slated to be held early next year. Similarly, there is another bill to amend the Scheduled Caste and Scheduled Tribes list of Tripura. Then, there is the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill, 2021, to amend the salaries act of judges of the higher judiciary. The list of businesses also includes the Insolvency and Bankruptcy Code (Second Amendment) Bill, The Pension Fund Regulatory Development Authority (Amendment) Bill.

    Bills replace Ordinances - Check list

    According to the government's legislative business list for the session, three bills have also been listed to replace as many ordinances. These three bills are Narcotics Drug and Psychotic Substances Bill to amend an act of the same name, the Central Vigilance Commission (Amendment) Bill and the Delhi Special Police Establishment (Amendment) Bill. The Central Vigilance Commission (Amendment) Bill and the Delhi Special Police Establishment (Amendment) Bill propose to extend the tenure of directors of the CVC and CBI.

    Report on Personal Data Protection Bill to be tabled

    A report of the Joint Committee of Parliament on the Personal Data Protection Bill, 2019 will also be tabled in the two Houses during the session. The bill, seeking to provide for the protection of personal data of individuals and establish a Data Protection Authority for the same, was brought in Parliament in 2019 and was referred to the joint committee for further scrutiny on the demand of opposition members.
