Shillong, Jun 15: A day after calling for dissolution of the controversial Chandra Mohan Jha University, Meghalaya Governor Ranjit Shekhar Mooshahary yesterday recommended to the state government to "transfer" the present investigation into the entire controversy to the CBI.
Mooshahary, in a letter through his principal secretary MS Rao this evening, suggested transferring the present investigation, which is being carried out by the state CID, to the CBI stating that "in case the state CID is finding it difficult in view of the extensive ramifications of the case."
Forty-five days have passed, yet the CID of the state police has not been able to make any breakthrough in investigating the case even as it could only arrest four officials of the varsity while failing to track the absconding owner and chancellor, Chandra Mohan Jha.
Earlier, the Governor, also the Visitor of the University, had pulled up the varsity for a number of irregularities, mismanagement, mal-administration, indiscipline and criminal liability prevalent in the private university.
Besides suggesting for a CBI inquiry, the Governor has also made more suggestions to the state government, including to file a police complaint against the University for fraudulent withdrawal of the endowment fund amounting to Rs 2 crore that was meant to finance a portion of the operating or capital requirements of the institution.
It was also revealed that Jha allegedly kept the money for two days so that he could get a bank statement and produce it before the Government as security money.
Concerned over the plight of the students enrolled with CMJ University since its inception in 2010, the Governor also suggested that state government "start functioning of the Captain Williamson Sangma Technical University as early as possible so that the affected students could be given fresh options depending on their suitability."
Meanwhile, dissolution of the CMJ University will be final once the cabinet sits even as the State Regulatory Board for Higher Education has accepted the recommendations of the Governor.
Mooshahary on Wednesday had asked the State Government to consider the closure of the University in accordance with Section 48 of the CMJ University Act, 2009.
