TDP and AIADMK members tore up copies of the Rail Budget speech and flung it away in front of Speaker Meira Kumar.
Parliamentary Affairs Minister Kamal Nath described the incident as unfortunate and said it will set a bad precedent for Lok Sabha in futur.
Kamal Nath said, Indian democracy is considered a model for the rest of the world, but today the MPs themselves made a mockery of democracy inside the House.
"There is difference between staging protest and creating pandemonium", he said.
Kamal Nath reminded members that they should understand this could be the last session of the 15th Lok Sabha, but the forthcoming 16th Lok Sabha will also meet in near future.
