Shimla, March 22: The BJP Thursday created a ruckus in the Himachal Pradesh assembly, expressing dissatisfaction over the chief minister's reply to a discussion on the 2013-14 state budget.

The opposition party accused the government of being anti-poor and betraying the unemployed youth.

As Speaker B.B. Butail adjourned the house for the day, Bharatiya Janata Party members left the house raising slogans.

Later, Butail told reporters it was not a walkout since he had already announced adjournment of the house.

But the BJP leaders claimed they had staged a walkout as they were not satisfied with Chief Minister Virbharda Singh's reply.

Leader of Opposition Prem Kumar Dhumal accused the government of changing the names of welfare schemes started during his tenure as chief minister and increasing value added tax on shoes.

Virbhadra Singh, however, said the budget was growth-oriented.

He said the government had started numerous schemes for farmers, including increasing subsidy on poly-houses, high yielding varieties of seeds and hail nets.

Proposing setting up of three state-of-the-art industrial estates, he said a special package had been announced for encouraging industrial investment.
