Taking on the Congress-led union government, Modi said despite 65 percent of the country's population under the age of 35, the government did not have a "plan or political will" to utilise youth power in nation building.
He said it was the hard work and performance of only some states that was driving the country's growth.
"While the government is struggling to achieve a growth rate of 8 percent, Gujarat's growth rate is above 11 percent," he said.
Earlier, BJP chief Nitin Gadkari praised Modi for the "tohfa" (gift) he had got in the form of the party scoring a massive win in Gujarat polls.
"Gujarat is an example before the nation," he said.
