New Delhi: The Bharatiya Janata Party (BJP) today released its much-awaited ‘Vision Document' for the upcoming Delhi Assembly polls.

The ‘Vision Document' promises women safety and corruption-free capital among other fundamental issues like power, water, hospitals and transport system.

It also contains Prime Minister Narendra Modi's dream to replace jhuggis with concrete homes by 2022.

"If we want to make Delhi a smart and a world class city, we have to address the basic issues like electricity, water and transport. The Vision Document promises steps to make Delhi a world class city and provide housing for all. We have promised one lakh houses for the middle class,” Upadhya said.

"This election will decide what will be the vision and which path the capital will choose and whether there will be politics of development and good governance," Upadhya added.

Party's chief ministerial candidate Kiran Bedi, state unit chief Satish Upadhya, Union Ministers Harsh Vardhan, Ananth Kumar, Nirmala Sitharaman and senior leader Jagdish Mukhi released the document at state party office.

Party president Amit Shah and Modi were not present on the occasion.

Upadhya further said that the document charts how Delhi can be made a smart city, a knowledge hub, a skill development hub. “Our government in Delhi will be transparent and completely corruption-free,” the leader said.

The vision document, which has been brought out instead of a manifesto, was made by a committee led by Harsh Vardhan.

Bedi said that the document covers 270 points including women safety high on the agenda and it will help make Delhi a world class city by all standards.

"The vision document covers many areas and includes cleaning the Yamuna river, housing for poor, power, development of villages, animal shelters and municipal corporation of Delhi."

Given below are the highlights of BJP's Vision Document:

Complete alignment with the Government of India for deriving maximum benefits in all key elements.

Constant dialogue processes with all stakeholders, monthly radio address-'Dil Ki Baat'. Not just the CM, cabinet Minsters and MLAs can also address over radio.

There will be constant monitoring of government projects and the progress.

Compulsory health insurance for all citizens of Delhi.

15-bed hospitals and ambulances with paramedical staff will be made available at every 5-km in the national capital.

Controversial Bus Rapid Corridor in South Delhi to be scrapped.

An Expert Advisory Committee on matters of strategic importance will be set up.

BPL and poor families will be provided power at subsidised rate.

Digital India-online & mobile technologies to be used to the fullest.

100 per cent transparency, unimpeachable integrity, police accountability, maximum measurability, fiscal prudence, zero tolerance to corruption.

The document covers over 270 points focusing on the following urgent matters -- women safety, security, youth affairs, electricity & water, cleanliness, education & skill development, environment.

Providing power and water supply 24*7.

Transforming Delhi into a world-class city.

It also promises to introduce private OPD facilities by government specialists in all government hospitals from 5 PM to 7 PM in the evenings.

The document focuses on the protection of people belonging to North-eastern states with a Special Cell to be set up in all police stations along with a special 24-hour helpline.

To safeguard the students from the Northeast, special guardianships will be arranged with local families for them.

Power, regularisation and development of unauthorised colonies will be done and all facilities, similar to those provided by DDA colonies, will be provided.

Clean, potable water will be made available to every home in the national capital. Rainwater harvesting will be encouraged and government will provide aid for the same.

To cap wastage of water, the basic structure of the water supply chain will be modernised and check dams will be built on Yamuna River.

The elections to 70-member Delhi Assembly will take place on February 7 and the results will be declared on February 10.
