The then DGP wrote in his confidential report: "His (Shahbuddin) craving for modern weapons increased. Around 1996, he acquired a large number of AK-47 rifles from Kashmir. He kept 8-10 rifles with him, and sold the remaining AK-47 rifles to Kolasla MLA Ajay Rai and a criminal from Ranchi Anil Sharma."
The report mentions how Mohammed Shahbuddin had met underworld don Dawood Ibrahim in 2001 during Haj, and the network of criminals in eastern UP and Bihar extended to neighbouring Nepal and other countries.
In his report, D P Ojha had mentioned the names of 24 criminals on Page Number 32.
Dawood Ibrahim's name featured on the 12th, followed by Mukhtar Ansari, charged of killing Ajay Rai's brother Avadhesh Rai and former BJP MLA Krishnanand Rai. Mukhtar Ansari this time has left the poll fray in favour of AAP leader Arvind Kejriwal.
On the 24th position in the list of criminals is Ajay Rai's name.
