BJP MP Nishikant Dubey on Thursday said he has filed a notice to move a substantive motion against Leader of the Opposition Rahul Gandhi seeking Gandhi’s suspension from Parliament. Speaking to ANI, Dubey said he had introduced a motion alleging that Rahul Gandhi was misleading the country with the support of forces such as George Soros.
“I have today moved a motion in the Lok Sabha against Rahul Gandhi on how he is misleading the nation with the help of forces like Soros. In the motion, I have said that the matter should be discussed, his membership should be terminated, and he should be barred from contesting elections for life," Dubey said.

The remarks came a day after Rahul Gandhi alleged in the Lok Sabha that the interim trade deal between India and the United States amounted to a “wholesale surrender”, claiming that India’s energy security had been handed over to America and farmers’ interests compromised.
Taking part in the debate on the Union Budget, the Congress leader said Indian interests had been “surrendered” under the agreement to safeguard what he described as the BJP’s financial architecture.
Criticising the Indo-US deal, Rahul Gandhi drew an analogy from martial arts, saying that after securing a grip comes the chokehold, and eventually the opponent taps out in submission.
What is a substantive motion?
A substantive motion is a formal proposal moved by a member for consideration by the House. It generally relates to a significant issue that requires a decision.
It can be comparable to a no-confidence motion or an impeachment motion, and may be brought against a person holding an official position or high authority. The admissibility of such a motion is debated in the House before it is taken up.
The member moving the motion is required to substantiate the grounds and charges on which it is based.
