PRISTINA, Kosovo (AP) — Kosovo's political parties have failed to pass a resolution preventing any leader, including the president, from negotiating border changes with Serbia.
All parties support the resolution but failed to pass it during a vote Thursday due to abstentions caused by political disagreements.
Mostly ethnic Albanian Kosovo declared independence from Serbia in 2008, but some pockets of ethnic Serbs in Kosovo and ethnic Albanians in Serbia have been a source of continued tensions.
President Hashim Thaci has favored a "border correction" with Kosovo getting southern Serbia's Presevo Valley but giving nothing in exchange.
Other leaders in both countries have suggested ethnic-territorial swaps to be part of discussions with Serbia, which still does not recognize Kosovo's independence.
The European Union has told both sides they must normalize relations before they can join.
