In 2012, a committee, headed by the then divisional commissioner Vijay Dev, had found serious wrongdoings in the process of issuance of provisional regularisation certificates (PRCs) and recommended criminal proceedings against those involved in the irregularities.
Ahead of the assembly polls in 2008, the Delhi government had issued the PRCs to unauthorised colonies which constitute important vote bank.
The Lokayukta had observed that the conditions of the Supreme Court order have not been complied with while issuing the provisional certificates prior to the election. Delhi government had issued provisional regularisation certificates to over 1,218 unauthorised colonies before the 2008 assembly polls.
These unauthorised colonies in which around 40 lakh people reside do not have basic amenities.
