Bihar to ban open meat selling soon, strict action if rules ignored: Deputy CM Vijay Sinha
Bihar Deputy Chief Minister Vijay Kumar Sinha has announced that open sale of meat will soon be banned across the state. Only licensed sellers will be permitted to operate, and strict action will be taken against those violating the rules.

Bihar is set to enforce strict regulations on meat sales, similar to those in Uttar Pradesh, as the state government moves to curb the open selling of meat. Deputy Chief Minister Vijay Kumar Sinha, who also holds the Revenue and Land Reforms portfolio, announced that open sale of meat will no longer be permitted across the state. According to the Deputy Chief Minister, only licensed vendors will be allowed to sell meat once the new rules come into effect. He said that mandatory compliance with all guidelines would be enforced and no seller would be allowed to operate without proper authorisation. "Open sale of meat will no longer be allowed. Only licensed sellers can sell meat. Everyone must follow the rules, otherwise strict action will be taken," he added.
What are the meat sale regulations in UP
Uttar Pradesh has already enforced strict rules regarding the open sale of meat. As per the government's directives, displaying or hanging meat openly outside any shop is completely banned. It is mandatory for shop owners to use dark glass panels or thick curtains at the front so that meat remains out of sight from people walking on the road.
Additionally, no meat shop is permitted to operate within 50 to 100 metres of any religious place or educational institution, ensuring respect for public sentiment. Only those shopkeepers who have valid licences from the Food Safety Department (FSSAI) and the local municipal body are allowed to sell meat. These regulations require strict maintenance of hygiene inside the shop, including proper drainage facilities and safe disposal of waste.
In Uttar Pradesh, sellers cannot throw meat waste on the road or in open drains. Illegal slaughterhouses are completely prohibited and only authorised slaughterhouses can supply certified meat. Violations of these rules can lead to heavy fines, sealing of the shop and cancellation of licences.
