Ohio(US): A German Shepherd dog named Joseph was found chained to tree by the Progressive Animal Welfare Society in Ohio.
An officer from the Progressive Animal Welfare Society (PAWS) found a 5-to-7-year-old dog covered in fleas and painful bites, chained to a backyard tree in Middletown with no more than a few scraps of food and little water.
