Delhi Unlock 3.0: Under the phased unlock process, reopening of restaurants with 50 per cent capacity and one weekly market per municipal zones will be allowed from June 14, Chief Minister Arvind Kejriwal said on Sunday.

Announcing unlock, Delhi CM said, after 5 am tomorrow, all activities will be allowed except some activities that will be prohibited and some activities that will be done in a restricted manner, in a move to give more relaxation to the Delhites as the Covid situation is improving in the national capital.

The covid situation in Delhi under control to a larger extent, preparations are on for a possible third wave, Kejriwal added.

Delhi CM announced that all shops in markets, malls will reopen from tomorrow in Delhi. He also said that dining at restaurants with 50% seating capacity will resume next week. Delhi CM also said that weekly market allowed. The timings for the markets will remain the same as allowed earlier that is from 10 am to 8 pm. The odd-even system ends in Delhi markets and malls. Now all shops can be opened simultaneously in all markets and malls.

Permission has also been given to open weekly markets but only one weekly market with 50 per cent of the vendors as in normal times would be allowed to open per day in a municipal zone.

"We will observe this for one week, if a spike in Covid cases is observed in next week, restrictions will again be imposed on markets and restaurants in Delhi," said CM Arvind Kejriwal. 

Here's what allowed/open:

  • All market complexes, malls will now be completely open from 10 am to 8 pm. 
  • Weekly market allowed but only 1 market per zone
  • Restaurants will be allowed to open at 50% seating capacity. 
  • 50% capacity allowed in Delhi Metro as well as buses.
  • In autos, e-rickshaws, or taxis, not more than 2 passengers allowed to ensure social distancing
  • Private offices will run on 50% capacity from 9 am to 5 pm. 
  • In govt offices, there will be 100% attendance of group A officers and 50% for the rest. Essential activities will continue.
  • Religious places to be opened but no visitors allowed.
  • Weddings not allowed in public places like banquet halls or hotels. Wedding ceremonies can be carried out only at court or homes with not more than 20 people and only 20 people allowed at funerals

What remains closed/restricted:

  • Schools, colleges, educational & coaching institutions will remain closed.
  • Social, political, sports, entertainment, academic, cultural, religious festival gatherings prohibited.
  • Swimming pools, stadiums, sports complexes, cinema theaters, multiplexes will remain closed.
  • Spas, gyms, Yoga institutes will remain closed.
  • Public parks & gardens will remain closed. 

Last week Delhi CM had announced the reopening of markets, malls and Delhi Metro services among other relaxations, saying more activities would be allowed if the Covid situation continued to improve in the city. Phased reopening of Delhi had started with allowing construction and manufacturing activities from May 31, in view of declining numbers of coronavirus cases and positivity rate.

Since last Monday, shops in malls, markets, market complexes, standalone shops, and neighborhood shops were allowed to open with the restrictions of even-odd and timings.
However, cinemas and theatres, restaurants (except home delivery/take away), bars, gyms, spas, barbershops, salons, beauty parlors and any shop pertaining to entertainment/ amusement services were not permitted to operate.

The Delhi government imposed a lockdown in the national capital on April 19 at the peak of the second wave of COVID-19. The lockdown was extended a few times since then. After a continuous decline in daily coronavirus cases for several days, the Chief Minister announced that the national capital will begin to unlock from May 31 in a phased manner.
