Now he is suffering from some skin disease, and heart worms. Police say his owner left him chained to a tree for four straight years.
Joseph is currently undergoing veterinary rehabilitation and his former owner Jeremy Shane Temple is facing animal cruelty charges. Jeremy Shane Temple was arrested by the Ohio police but was released later, now he has to appear in court on 14th of October.
