New Delhi: Members of Rajya Sabha from Andhra Pradesh and Telangana respectively may not be chosen by the lottery system as envisaged in a law passed during the previous UPA government as the Narendra Modi dispensation has started the process of reviewing it.

Highly placed sources in the government said the provision in the Andhra Pradesh Reorganisation Act would create confusion and was therefore not feasible practically.

Since the draw of lots system is mentioned in the Act itself, government is also mulling the option of changing the procedure by issuing an Ordinance. But as Parliament session is to commence on June 4, government sources said an amendment bill is also possible.

After the creation of Telangana on June 2, Andhra Pradesh will have 11 members in the Rajya Sabha, while the new state will get a share of 7 seats in the Upper House.

The First Schedule of the Andhra Pradesh Recorganisation Act states that 18 members of the Upper House will be divided between the residual state and Telangana based upon “drawing lots” to be organised by Chairman of the Rajya Sabha.
