Union Home Minister Amit Shah will visit West Bengal from July 17 to 19 with focus on border security, governance, law and order, and development. This will be the first exhaustive visit of the home minister to West Bengal after the BJP scripted a historic victory in the Assembly elections in May forming its first government in the state.

During the three-day trip, Amit Shah will visit the Jumagach Border Outpost in Siliguri on July 18, where he will interact with Border Security Force personnel, sources said PTI.
He will also inaugurate and lay the foundation stone for various development projects of the BSF, the sources said.
The home minister will chair a meeting on border-related issues in West Bengal later in the day, they said. Apart from this, he will also review the implementation of the three new criminal laws in the state.
In the tightly packed schedule, the home minister will preside over a meeting on matters related to birth and death registration in West Bengal on Saturday evening.
Amit Shah to review law and order situation
Next day, he will reach Kolkata to chair a meeting reviewing the law and order situation in the state. Shah will also inaugurate the first phase of the 'Museum of Words' at the National Library in Alipore and lay the foundation stone for Amul Dairy's curd processing plant at the Biswa Bangla Convention Centre in Kolkata.
Bengal govt introduces uniform transfer policy
In another development, the West Bengal government has introduced a uniform transfer policy for field-level officers across departments, making rotation mandatory after a fixed tenure and barring postings in home districts, according to a notification.
The Personnel and Administrative Reforms Department stated in the notification that the policy aims to improve administrative efficiency, enhance transparency and accountability in public administration, and strengthen public service delivery.
Under the new guidelines, an officer will ordinarily not be posted in his or her home district, except during the last two years before retirement, and that too only subject to administrative convenience.
Officers should be transferred after completing three years of service
The notification, issued on Monday, stipulates that officers should normally be transferred after completing three years of continuous service in a post and should not ordinarily remain in the same post for more than four years. For officials handling revenue collection, tax collection and other sensitive field assignments, the tenure norms are stricter. They will ordinarily be transferred after two years in a post and will not normally continue in the same assignment beyond three years.
"The objective is to bring greater transparency and accountability in public administration while ensuring administrative efficiency through a structured transfer policy applicable across departments," a senior state government official said.
