New Delhi: An intelligence report has claimed that Pakistan-based militants groups who enjoy the provincial government’s support plays a key role in administering terror activities in Jammu and Kashmir.

The report claimed that Islamabad spends nearly Rs 200 crore per annum to fund, train and arm terrorist groups in their war against India.

The money is channelled to the Valley through Hawala sources, intelligence sources said.

The fund is first received by the Point Commander. The Point Commander then contacts OGWs (over ground workers). OGW has widespread contact base. It distributes the money, accordingly to the separatist forces, trying to unsettle the peace process in the region, the report said, elaborating on the modus operandi.

According to the report, the terrorists who are responsible for provoking the youth to pelt stones at Army or police get Rs 5000, whereas a grenade thrower can fetch anything from Rs 1,000 to Rs 2,000.

On the other hand, Kashmiri militants who execute terror attacks get anywhere from Rs 3,000 to Rs 10,000 while an infiltrator gets Rs 50,000.

The report further stated that terrorists from within Kashmir are underpaid as compared to those who come from Pakistan.

According to the report, Hawala is not the only source of money for Kashmiri militants and that even businessmen from Gulf countries fund them.

Money is also transferred to the accounts of those who visit Gulf countries. Contrary to the earlier flow of money from Muzaffarabad to Kashmir, the money is now only channelized through businesses.

Militants target people who are doing businesses abroad. Besides, they also approach NRIs with the help of OGWs, it said.

There has been a spurt in militant attacks in last two weeks. Militants struck twice in 24 hours since Friday last week. On June 3, terrorists attacked a BSF convoy, in which three paramilitary personnel were killed. It was followed by killing of two policemen in Anantnag district.

On May 23, three policemen were killed in separate attacks by militants in Srinagar. As per the official data, 622 militant attacks have been reported in the Valley between 2010 and 2015.

According to reports, the Valley has witnessed 37 militancy related incidents since January this year with 180 militants currently active in the region.

Last year, 119 militancy related incidents were reported across the Valley.
