New Delhi: To implement the guidelines for prevention of child abuse, Delhi Commission for Protection of Child Rights has sought support from resident welfare associations.
The commission is sending out letters to about 2,500 RWAs (Resident Welfare Associations) those who are listed with the state government so hat they can be informed about the guidelines and seeking their involvement in creating awareness about the same.
"DCPCR is intensely concerned about the rising incidence of crime against children even when there are laws for protection of children like The Juvenile Justice (Care & Protection of Children) Act 2000 and The Protection of Children from Sexual Offences Act, 2012.
According to the report by Delhi Police in 2013, it suggests that in 97% of the rape cases, accused are known to the survivors and only in 03.97% are they unknown persons," DCPCR chairperson Arun Mathur states in the letter.
The letter also states that the commission should take the task upon itself of formulating comprehensive guidelines also focusing on prevention of child abuse which would also deal with the occurrence of such instances in all institutions whether residential or educational, religious or charitable, registered or unregistered, dealing with the care and protection of children in any manner.
In spite of several efforts by various stakeholders, DCPCR holds the view that the guidelines notified in March 2014 by the state government need wider circulation so that awareness could be enhanced in society.
