New Delhi: The arrest of Indian deputy consul general Devyani Khobragade in New York has caused a major diplomatic row.Khobragade was arrested last week on the street of New York while she was dropping her daughter to school and was handcuffed in public. She was strip-searched and made to stand with common criminals and drug addicts by the police.She has been accused of lying on the visa application for an Indian national Sangeeta Richard, who worked at her home from November 2012 to June 2013 for less than four dollars an hour.According to the 11-page criminal complaint in her A-3 visa application for her domestic help, Sangeeta Richard alleged she worked far more than 40 hours a week and was paid less than $9.75 per hour as had been agreed to in a contract she had signed with. According to the lawsuit Sangeeta Richard wanted to work outside on her off days, but she was told that it was illegal according to her visa status, and also because she had an official passport.June 23,2013: Sangeeta Richard left Khobragade's home to buy groceries, and did not return. July 8: Sangeeta Richard visited an immigration attorney's firm in Manhattan, New York and filed an application in order to demand a sum as her wages, and an ordinary Indian passport.The Indian government revoked Sangeeta Richard's official passport the same day and the Indian embassy in Washington, DC requested the US State Department to return Richard to India.September 2013: On September 20, Justice Jayant Nath noted that any grievance about the terms of employment, salary or ill-treatment could only be adjudicated by an Indian court, since Sangeeta Richard and Khobragade worked for the Government of India. Later Delhi high court issued an order to restrain Sangeeta Richard from instituting any action or proceedings against Khobragade outside India.An arrest warrant was issued against Sangeeta Richard by the metropolitan magistrate of the south district court in New Delhi under Sections 387, 420 and 120B of the Indian Penal Code, according to the Indian embassy. If Sangeeta Richard enters India, she will be arrested.The high court also issued notice to Sangeeta Richard's husband Philip in Delhi.
