Bihar Election 2025 Phase 1: Polling concludes; PM Modi says NDA has taken massive lead | As it happened

History was scripted in Bihar on Thursday, with the Phase 1 polling recording a total turnout of 64.66%, the highest since 1951, the Election Commission of India (ECI) anounced while congratulating voters of the state for coming out and exercising their franchise in the assembly elections 2025. "In the first phase of voting in the Bihar Assembly elections, the NDA has gained a massive lead. Along with this, its wave is visible everywhere in the second phase as well," says PM Modi as polling for phase 1 concludes.

As of now, the voter turnout for phase 1 is 64.46 per cent.

Bihar Chief Electoral Officer Vinod Gunjyal says, "The first phase of voting for the Bihar Assembly elections has been successfully completed. Voting is still ongoing in some places, and we're updating data. The current voter turnout is 64.46%. We will release the final press note in an hour after everything is updated. The participation of women voters was very good... During the voting, 165 ballot units, 169 control units, and 480 VVPATs were replaced. The final data will be available in the press release. And this time, we had to replace only 1.21 per cent of the ballot units in the first phase, while in the 2020 Assembly elections, only 1.87 per cent of the EVMs were replaced... This means that we needed to replace fewer EVMs this time."

The polling for the phase 1 of elections to the 243-member Bihar Legislative Assembly concluded on Thursday and a provisional turnout of 60.25 per cent was recorded, said the Election Commission of India (ECI). The lowest turnout of 39.52 per cent was recorded on Kumhrar seat, according to the Voter Turnout app.

According to the Voter Turnout app of the ECI, the highest turnout of 73.29 per cent was recorded in Minapur assembly constituency.  

So far, the voter turnout in phase 1 of Bihar elections is 60.25 per cent.

A heated argument took place between Deputy Chief Minister Vijay Kumar Sinha and RJD MLC Ajay Kumar during the first phase of the Bihar Assembly polls. Ajay Kumar, RJD MLC, accused Sinha of being a 'criminal' and alleged that he was trying to intimidate voters, while Sinha hit back, calling Kumar a 'failed leader' and 'drunk.'

The Gopalganj district has recorded a voter turnout of 64.96 per cent till 5 pm.

The Buxar district has recorded a voter turnout of 58.38 per cent till 5 pm.

The Buxar district has recorded a voter turnout of 55.10 per cent till 5 pm.

The Bhojpur district has recorded a voter turnout of 53.24 per cent till 5 pm.

The Sheikhpura district has recorded the lowest turnout where it was 52.36 per cent till 5 pm.

The highest turnout so far has been recorded in Begusarai district where it was 67.32 per cent till 5 pm.  

According to the voter turnout app of the ECI, Bihar has recorded 60.13 per cent turnout till 5 pm in phase 1 polling.

Additional Secretary of the State Election Department Madhav Kumar says, "The voting percentage as of 3 pm is 53.77. We have surpassed the benchmark set by the previous Lok Sabha elections. The voting percentage is highest in Begusarai. The voting percentage in Patna has also improved."

Exuding confidence that he will win the Mahua seat where polling was underway on Thursday, Janshakti Janata Dal (JJD) founder Tej Pratap Yadav said his party would emerge as a "serious political force" after the Bihar elections.

Following attack on his convoy in Lakhisarai, Deputy CM Vijay Sinha alleged that RJD MLC Ajay and Congress leader Sujeet together threatened the people of the village in connivance with the administration. 

He said: "The villagers showed me how they were beaten up, and their vests were torn. Both were drunk. When they stopped their car on the road, they threatened me too... The administration's cowardice and incompetence are clearly visible. We will definitely speak to the Election Commission."

Bihar Deputy Chief Minister Vijay Kumar Sinha on Thursday accused the Rashtriya Janata Dal (RJD) over the alleged attack on his convoy in Lakhisarai and said that bulldozer action will be taken against them once the National Democratic Alliance (NDA) returns to power in the state. According to the voter turnout app of the ECI, Siwan district has recorded a turnout of 50.93 per cent till 3 pm.

Following the attack on Deputy Chief Minister Vijay Kumar Sinha’s convoy in Lakhisarai, DM said that the voting remains peaceful in the district. 

Lakhisarai DM Mithilesh Mishra says, "The minister had gone to a village where polling was underway and some people raised slogans and even threw dung on the vehicle. There was anger among the locals. Since it is election time, such protests took place, but the voting process remained peaceful. There was no disturbance at the polling booths. The Deputy Chief Minister also spoke to people during his visit to the village."

According to the voter turnout app of the ECI, Bhojpur district has recorded a turnout of 50.07 per cent till 3 pm.

Speaking at a poll rally in Madhubani, Union Home Minister Amit Shah asked people to vote for the NDA in the Bihar polls. 

He said, “When you need to travel anywhere, do you have an airport here?... Shouldn’t there be one? Elect Vinod Narayan, a major airport will be built in Madhubani...”

Bihar Deputy CM Vijay Kumar Sinha has said that he has asked the SP to take action following attack on his convoy and said that ‘gundaraj’ (lawlessness) in Lakhisarai is completely unacceptable.

Sinha said, “He was threatened earlier, and now he is so scared that he can’t even speak. I had asked the SP to look into the matter, but instead, I was told to return. While I was on my way back, my car was surrounded by goons who pelted stones and threw slippers at my vehicle. Such ‘gundaraj’ (lawlessness) in Lakhisarai is completely unacceptable.”

Patna has recorded the lowest turnout among districts. According to the voter turnout app, it was 48.69 per cent till 3 pm in Patna.

Among districts, the highest turnout till 3 pm is 59.82 per cent in Begusarai. 

So far, the highest turnout has been recorded in Minapur Assembly constituency. According to the Voter turnout app, the turnout here till 3 pm was 64.72 per cent.

The lowest turnout has been recorded in Digha so far, with 31.89 per cent, according to the voter turnout app of the ECI.

EC officials have said that CEC Gyanesh Kumar has asked Bihar DGP to take immediate action over the alleged attack Deputy CM Vijay Kumar Sinha's convoy, reports news agency PTI.

Union Defence Minister Rajnath Singh praised Bihar Chief Minister Nitish Kumar's clean record, saying that in the last 20 years, no one can accuse him of corruption. Singh stated that under Nitish Kumar's leadership, Bihar has made significant strides towards development and good governance.

BJP candidate Chotti Kumari expresses strong confidence in the NDA's victory. She said, "People have responded very positively to the BJP. We are confident of winning, as voters want the NDA government to continue without change. My priority will be to free my constituency from backwardness and focus on employment and education."

Lakhisarai SP Ajay Kumar said, "I came here in the morning, everything was peaceful. When he (Deputy CM Vijay Kumar Sinha) arrived, some people opposed him. We are conducting an investigation."

 At a rally in Motihari, Union Home Minister Amit Shah said, "We all know that this land has played a major role in India’s freedom movement. It was from here that Mahatma Gandhi launched the Champaran Satyagraha…This is my 30th rally in Bihar, and everywhere, people are saying just one thing, that on the 14th, ‘Lalu aur Sonia ki party ka supra saaf so jayega’."

Deputy Chief Minister and BJP leader Vijay Sinha's convoy allegedly came under stone pelting in Lakhisarai constituency during the first phase of voting today. The incident triggered chaos in the area as security personnel rushed to control the situation. Sinha, who is contesting from the Lakhisarai seat as a BJP candidate, accused the RJD of being behind the attack. He alleged that the opposition is trying to spread fear and disrupt polling in the region.

Congress leader Priyanka Gandhi Vadra launched a sharp attack on the ruling NDA government in Bihar during an election rally in Motihari. Addressing the gathering, she alleged that the collapse of 27 bridges in the state in the past three years reflects the failure of the current administration to safeguard public infrastructure. Priyanka said that the NDA government has failed to respect the people of Bihar despite their massive contribution to the nation’s growth and progress. She claimed that the hardworking people of the state have always played a crucial role in building the country, but when it comes to development and dignity, Bihar does not get what it deserves.

Top politicians of Bihar, including Chief Minister Nitish Kumar, his deputies Samrat Choudhary and Vijay Kumar Sinha, INDIA bloc's CM candidate Tejashwi Yadav, VIP chief Mukesh Sahani, and Union ministers Giriraj Singh and Rajiv Ranjan Singh 'Lalan' were among those who cast their votes in the first phase of voting in the assembly elections in the state. Voting began at 7 am for 121 seats in 18 districts amid tight security arrangements, an official said, adding it will continue till 6 pm.

JDU leader Ashok Chaudhary along with his wife Nita Chaudhary and daughter cast their vote at the polling booth set up inside St Paul's School in Buddha Colony during the first phase of the Bihar Assembly elections. Prime Minister Narendra Modi invoked the power of voting and reminded the people how electoral choices had shaped the state’s history. Addressing a public rally in Araria during the first phase of the Bihar Assembly elections, he said that the votes cast by their grandparents once turned Bihar into the land of social justice. However, he alleged that the arrival of the 1990s brought what he described as the "jungle raj" era under the RJD. Modi claimed that this period was marked by pistol, cruelty, corruption and misgovernance which eventually became the symbol of that time in Bihar. The Prime Minister added that the chaos of those years shattered the aspirations of people’s parents and derailed the state’s progress.

In a significant development during the first phase of the Bihar Assembly Elections, polling is being held in the Naxal-affected Bhimband region in Munger after nearly two decades. Officials confirmed that voting had remained suspended here for years due to security concerns. A government official at the site said this was Booth No. 310 and voting had not taken place here for around 20 years. He added that an unfavourable incident in the past had resulted in the polling process being halted for a long time. "We had visited the place earlier and assured the voters that they could come and vote freely without any fear. Awareness campaigns were also conducted to encourage the local people to participate," the official said.

RJD candidate from Raghunathpur constituency Osama Shahab cast his vote in a polling booth at Pratappur village in Siwan. Shahab is the son of former Siwan MP and bahubali (strongman), late Mohammad Shahabuddin.

Congress leader Priyanka Gandhi Vadra urged the people of Bihar to vote for jobs, education, health, a bright future for the state, and to protect their right to vote. The Congress general secretary made the remarks in a post on X soon after polling began for the first phase of the Bihar Assembly election. "My dear brothers, sisters, mothers, and youth of Bihar! Today is the day to decide your future with your own hands. Come out in large numbers and participate in this grand festival of democracy," Priyanka Gandhi said in her post in Hindi. "Vote for jobs, education, health, a bright future for Bihar, and to protect your democracy, the Constitution, and your right to vote," she said.

The Election Commission of India (ECI) has urged all eligible voters to exercise their franchise, asserting that "Bihar is ready" for the "festival of Democracy" as the first phase of the 2025 Assembly elections in Bihar began.  In a post on X, the Poll body said that the "voters are welcome at the polling station." Former Bihar Chief Minister and RJD chief Lalu Prasad Yadav cast his vote at a polling station in Patna. "Badlaav hoga," he told the media after exercising his franchise.

She noted that while Tejashwi Yadav is the CM face of the Mahagathbandhan, Tej Pratap Yadav is contesting on his own. "My best wishes to both my sons. Tej Pratap is contesting on his own. I am their mother. Good luck to both of them," she said. Rabri Devi also appealed to the electorate to step out and vote, stressing on the importance of participation. 

RJD leader and Mahagathbandhan's CM face Tejashwi Yadav cast his vote. "Badlaav kijiye, naya Bihar banaiye, nayi sarkaar banaiye," Tejashwi said, showing his inked finger after casting the vote in Patna. 

Former Bihar Chief Minister and RJD leader Rabri Devi left her residence to cast her ballot for the first phase of the Bihar Assembly elections. "I appeal to women, youth and everyone to come out of their houses and cast their votes. The public will bring about a change," she said, expressing confidence that voters would drive political transformation through the mandate.

RJD leader and Mahagathbandhan's Chief Ministerial face Tejashwi Yadav, along with party MP Misa Bharti, left their residence to cast their votes for the first phase of the Bihar Assembly elections. Singer-actor and RJD candidate Khesari Lal Yadav appealed to voters to come out in large numbers for the first phase of the Bihar Assembly polls. Speaking to reporters after casting his vote, he said that every single vote holds value and will shape the future of the coming generations. "I haven't even had breakfast. I woke up and came here to vote. If I myself do not vote, how can I inspire others?" he said. Yadav, while urging voters to participate actively, added that citizens should choose the candidate of their choice but must exercise their democratic right, emphasising that "this will decide the future of your children."

Two women in Patna have alleged that they were not permitted to cast their vote during the first phase of the Bihar Assembly elections on Wednesday. One of the voters, identified as Shreya Mehta, claimed that although her name was present in the official voters' list, with serial number 1, she was stopped from voting because she did not have the printed voter slip. 

Singer and BJP candidate from Alinagar, Maithili Thakur, offered prayers at Kashi Vishwanath Temple in Darbhanga's Alinagar. "I start each day by offering prayers. I am learning new things every day. I am trying to ensure that no voter faces any problems. I am ready," she told the media.

In Lakhanpur under the Tarapur constituency, a security personnel was seen assisting an elderly woman as she arrived at the polling booth to cast her vote in the first phase of the Bihar Assembly polls.
