A Raja: What decision I took. I told him unless the existing law (NTP) is changed, spectrum can't be auctioned .
RS: Is it true that PM was not aware that the companies you were allocating spectrum were selling it to other companies on higher price.
A Raja: Do you know through whom were they offloading? Through CCEA (cabinet Committee on Economic Affairs) where PM is the chairman. Giving license, allocating spectrum was within my domain but offloading was done through CCEA.
RS: People in govt say that there is policy paralysis with bureaucrats and ministers stopping taking decisions just because of A Raja?
A Raja: I wanted to implement the policy. I wanted to introduce a revolution, misinterpreted by CAG and to some extent SC.
