Haryana Cabinet approves Right to Service Ordinance

Chandigarh: Haryana government today decided in-principle to promulgate the Haryana Right to Service Ordinance, 2013, to ensure timely services to the citizens.


The promulgation of the Ordinance has been necessitated as the state legislature is not in session and is unlikely to be convened immediately, an official spokesman said, adding that the decision was taken by the cabinet presided by Chief Minister Bhupinder Singh Hooda here today.  

The spokesman said it was observed that the Centre has decided in-principle to enact the right-based law in order to ensure timely delivery of services to the citizens.  

The Committee of Secretaries on Administrative Issues and Governance in Haryana has suggested that the state should frame its own methodology to provide services to the citizens and readdress grievances, if any.

The state shall constitute a Commission called Haryana Right to Service Commission for the purpose of this Ordinance whose head office shall be at Chandigarh or Panchkula, as the state government may notify, the spokesman said.  

The Commission shall consist of a Chief Commissioner and up to four Commissioners and their appointment shall be made by the Governor on the recommendation of a Committee consisting of Chief Minister, who shall be the Chairperson of the Committee, leader of the opposition and one Cabinet Minister, to be nominated by the Chief Minister, he said.
