Manipuri women assaulted: Delhi police says, it was all because of a dog

New Delhi: Delhi Police spokesperson Rajan Bhagat today said, police have arrested a 32-year-old man, Prem Chand, for assaulting two Manipuri women in south Delhi's Kotla Mubarakpur locality.


The arrest took place today, 10 days after in the incident because of media outcry.

"It was all because of a dog", he said. "Prem Chand, a local resident had taken his pet dog out for a walk, and its leash got entangled with the leg of a Manipuri woman, after which the quarrel started.

"An FIR was registered on January 24 under Sections 323, 352, 309, 509 and 34 of Indian Penal Code. On Jan 29, additional sections  354, 427 and 394 of Indian Penal Code and Section 3 (ii) of Prevention of Atrocities on SC/ST Act were added", said Rajan Bhagat.

The spokesperson said, the additional sections were added on January 29, after taking the statements of the lady's friends and conducting of medico-legal check.

However the Manipuri women and their friends have a completely different version of events.

Tharmila Jajo and Chonmila were walking in Kotla Mubarakpur that day at around 9 pm, when local goons first passed snide racial comments against them, and when they did not react, one of them tied his dog's leash to Chonmila's boots, who kicked the dog out of panic.
